President Obama will speak to a joint session of Congress tonight to unveil his plan to jump-start the lagging economy. It’s expected to include a call to continue a reduction in Social Security payroll taxes for employees and a cut in payroll taxes for employers, along with a proposal to pump hundreds of billions of federal dollars into infrastructure repair programs.
